The Pavement Rehabilitation Plan Capital Improvement Project (CIP RO2301) contains a strategic methodology for major repair of key roadways, such as Shea Drive, Pinole Valley Road, and Marlesta Road. This plan is part of the City Council approved Capital Improvement Plan and aim to cover the more comprehensive road work such as slurry seal and grind and overlay (mill and fill) treatments.
Road rehabilitation will start on Shea Drive, improving approximately half a mile of roadway stretching from Pinole Valley Road to Sarah Drive to restore the roadway’s current Pavement Condition Index (PCI) from 24 to 100. The project includes new pavement, ADA‑compliant curb ramps, a high‑visibility crosswalk, parabolic speed bumps, and raised crosswalks. Construction will use a grind-and-overlay process starting with concrete enhancements, followed by final paving in October. The Shea Drive project is primarily funded by Gas Tax and Measure J and the remaining amount is sourced from Vehicle Impact Fees and grants.
The next rehabilitation location will be Pinole Valley Road, where improvements will span from the north side of Simas to the Pinole Creek Bridge south of Wright Avenue, covering approximately 1.1 miles of roadway. Following that, the City will rehabilitate Marlesta Road from Appian Way to just past Marionola Way, improving another 0.15 miles. In total, the City’s Pavement Rehabilitation Plan will address approximately 1.65 miles of roads.
15 miles of roads are scheduled for crack sealing this fall, which extends the life of pavement by three to five years. Crack sealing is a practical pavement preservation method that fills asphalt or concrete cracks to prevent water intrusion and slows deterioration.
Impacted residents will be notified in advance of road construction.
